. European support for Ukraine in times of crisis: the strategic role of partnership in recovery and transformation

Abstract

The article conducts a comprehensive study of the role and impact of international economic assistance on the socio-economic development of Ukraine in the context of full-scale military aggression and outlines strategic guidelines for post-war recovery. The authors analyze the depth of the systemic crisis that has engulfed the leading spheres of the state's life, causing the destruction of infrastructure, destabilization of the financial system and a significant decrease in investment attractiveness. Based on a review of modern scientific sources, it is proven that in conditions of global instability, external support is a critical factor not only for survival, but also for the fundamental transformation of the national economy. Particular attention is paid to the classification and analysis of support instruments from the European Union. The study is structured according to three levels of influence: macro level (budget stabilization and systemic reforms through the Ukraine Facility program and initiatives of the European Investment Bank); meso level (reconstruction of municipal infrastructure and implementation of "patronage" programs for specific regions); micro level (support for small and medium-sized businesses, digitalization and preservation of human capital through Erasmus+ projects and temporary protection mechanisms). The study confirms the hypothesis of the decisive influence of international aid on Ukraine's macroeconomic indicators. It is substantiated that the modern European partnership policy shifts the emphasis from short-term humanitarian response to a long-term model of joint investment and integration of Ukraine into the EU internal market. The conclusion is formulated that the strategic effectiveness of the resources involved will be determined by the quality of institutional transformations and the improvement of project management mechanisms, which is a necessary condition for converting foreign aid into sustainable flows of domestic and foreign investments. The proposed analysis allows for a comprehensive look at the system of European aid as a basis for forming a new investment policy of Ukraine, adapted to modern security and economic challenges.
