GREEN management policy in the context of social responsibility of local government

The article examines the theoretical and practical aspects of forming GREEN management policy in local self-government bodies within the context of social responsibility. The aim of the study is to systematically summarise theoretical approaches and develop practical recommendations for the implementation of GREEN management policies at the local level, taking into account the principles of openness, accountability and efficiency. It is argued that local authorities act not only as administrative bodies but as active agents of change, capable of integrating environmental, economic and social priorities into the practice of public administration. The main focus is on establishing the conceptual foundations of GREEN management policy as a systematic and integrated tool for combining the environmental, social and governance components of local community development. The essence of GREEN management is defined as a factor in enhancing the environmental efficiency of governance processes and fostering an environmentally oriented governance culture. The necessity of transitioning to a management model based on the principles of sustainable development, rational use of resources and the fostering of environmentally responsible behaviour among both public officials and the community population is demonstrated. The features of the local government management system and the potential for using digital tools to enhance the transparency of governance have been analysed. The study has resulted in a comprehensive vision of the structure of GREEN management policy, identified its key elements and implementation directions, and justified the feasibility of introducing a separate waste collection system as an important tool of the community’s environmental policy. The summarised results confirm that the implementation of environmentally oriented management approaches contributes to improving the quality of public administration, strengthening trust in local authorities, and ensuring long-term socio-economic benefits for the development of local communities.
