The quality of human capital in the context of digitalization and post-war economic recovery: econometric analysis and gender dimension

Ukraine's full-scale war, combined with rapid global digitalization, has created an unprecedented challenge for the national labor market. Preservation and qualitative enhancement of human capital are critical for state survival and future competitiveness. This study conducts a comprehensive macroeconomic and econometric evaluation of human capital quality under digitalization and post-war recovery conditions, focusing on unlocking underutilized gender potential through innovative institutional mechanisms. The methodological framework integrates modern labor economics theories with quantitative analytical tools. The research employs the Duncan Dissimilarity Index and the Karmel-Maclachlan Index to measure the depth of gender segregation across economic sectors. A novel analytical metric, the Index of Gender Efficiency of Capital (IGEC), is introduced to quantify macroeconomic losses from structural gender inequality. Advanced econometric modeling based on a modified Mincer earnings equation was applied to evaluate the impact of digital readiness, continuous education, and corporate development strategies on human capital productivity. The empirical analysis confirms persistent horizontal and vertical gender segregation in Ukraine's labor market, which wartime mobilization has not eliminated. The calculated IGEC score (0.735) reveals that the national economy loses approximately one quarter of its potential efficiency due to gender disparities and wage gaps. The econometric model demonstrates that targeted corporate personnel development strategies and active employee participation in workplace digitalization are the strongest positive drivers of human capital efficiency, while psychological burnout and reliance on outdated technologies exhibit a strong destructive effect. The analysis of STEM education reveals a critical deficit of female representation in high-tech sectors essential for reconstruction. The practical significance lies in evidence-based institutional mechanisms, including strategic expansion of female entrepreneurship programs, targeted upskilling through state employment services, and systemic implementation of gender-responsive budgeting, providing a concrete roadmap for inclusive post-war economic recovery.
