E-democracy as a tool for the formation and implementation of social and humanitarian policy: managerial and communicative dimensions

Abstract

The article examines e-democracy as a comprehensive tool for the formation and implementation of social and humanitarian policy through the prism of managerial and communicative dimensions. It is substantiated that e-democracy in the context of digital transformation is not only a technological mechanism for providing electronic services, but also a conceptually new model of interaction between the state, civil society and the individual. It is determined that its functioning is based on a combination of the principles of transparency, inclusiveness, accountability and human-centricity, which provides for the expansion of citizens' opportunities to participate in making managerial decisions. The managerial dimension of e-democracy is revealed, which involves the modernization of the public administration system through debureaucratization of procedures, the development of electronic participation (e-participation), the use of open data, big data tools and artificial intelligence to predict social needs. It is shown that the digitalization of the social and humanitarian sphere contributes to increasing the efficiency of resource allocation, reducing corruption risks and strengthening trust in institutions. Within the communicative dimension, attention is focused on the transformation of the public sphere and the transition from one-sided information to two-sided deliberative dialogue. It is substantiated that digital platforms create conditions for the formation of new models of civic participation - from e-information to joint decision-making. The international experience of leading countries in e-government is analyzed and the specifics of the development of digital democracy in Ukraine, in particular under martial law, are determined. Key challenges to the development of e-democracy are identified: the digital divide, cybersecurity risks, the problem of personal data protection, and growing distrust of digital services. It is proven that further institutionalization of e-democracy requires a comprehensive state policy aimed at the development of digital literacy, the ethical use of artificial intelligence, and strengthening cyber resilience. It is concluded that e-democracy is a strategic tool for forming a sustainable, inclusive and adaptive socio-humanitarian policy focused on expanding the subjectivity of citizens and ensuring the democratic development of society.
