Innovation and investment mechanisms for the development of Ukraine’s economy: new methodological approaches and strategic prioritie

The article develops a methodological framework for the formation of modern innovation and investment mechanisms aimed at ensuring the post-war recovery of Ukraine’s economy. It is determined that the theoretical basis for selecting strategically important innovation priorities and forming innovation and investment mechanisms for their implementation in Ukraine is constituted by ecosystem and institutional approaches, as well as the principles of sustainable development and digital transformation. The practical implementation of the proposed approach involves, within each identified component (ecosystem, institutional, sustainable (ESG), and digital), defining the functional content of innovation and investment mechanisms, the risks associated with their implementation, expected outcomes, and strategic results. This makes it possible to proceed to the development of an updated information and analytical framework for assessing the effectiveness of innovation and investment mechanisms based on a multicriteria approach. It is argued that the Sustainable Development Goals act as strategic priorities for shaping the state innovation policy. The achievement of sustainable and environmentally oriented economic development is possible only through synergistic interaction among government, business, research institutions, and civil society within an innovation ecosystem. This requires systemic decisions regarding the transition to a model integrating ecosystem, institutional, sustainable, and digital components into a unified and comprehensive system. The conditions for ensuring the effectiveness of innovation and investment mechanisms and the specificity of risks associated with the realization of innovation potential and innovation projects under global challenges are identified. It is concluded that the systemic foundation for implementing the proposed approach lies in the transformation of the institutional environment, improvement of the state regulatory system, and introduction of innovative management tools, as well as the integration of environmental and social standards into the system of strategic economic management, which ensures increased resilience of economic systems to external challenges.
