Analysis of the development of the construction industry in Ukraine during the war

The article substantiates the role of the construction industry in the national economy, due to its multiplier effect, and also emphasizes that the construction sector is one of the most resource-intensive types of economic activity. The article analyzes the current state and trends in the development of the construction industry in Ukraine in wartime conditions. The role of the construction sector in the national economy and its significant multiplier effect on the development of related industries are determined. The study examines the impact of a full-scale war on the dynamics of construction activity and identifies the main factors that caused a sharp decline in the industry in 2022. Among them are the large-scale destruction of infrastructure and housing, a decrease in investment activity, disruptions in the supply chains of building materials, labor migration, and a general deterioration of the economic environment. The article also examines the process of gradual restoration of the construction sector during 2023–2025. Statistical data indicate a steady growth in the volume of construction work during this period, which is primarily due to reconstruction measures, state support programs and financial assistance from international partners. It is emphasized that there is a certain paradox in the development of the construction sector of Ukraine in 2025, due to the presence of significant pent-up demand and a number of structural and institutional constraints. The study identifies several systemic constraints that hinder the full realization of the industry's recovery potential. These include a shortage of qualified labor, rising labor costs, inflationary pressure, high interest rates on credit resources, unstable energy supply and high dependence on imported construction materials. It is concluded that, despite significant losses and numerous challenges caused by the war, the construction industry in Ukraine is demonstrating gradual adaptation to new economic conditions. The industry retains significant development potential and can become one of the key drivers of post-war economic recovery, contributing to the reconstruction of destroyed infrastructure, modernization of production facilities, and stimulation of economic growth.
