Mechanisms of public management of strategic investment development of territorial communities and regions: domestic experience and European guidelines

The article conducts a comprehensive study of theoretical, methodological and practical aspects of public management of strategic investment development of territories in conditions of systemic challenges and martial law. Investment development is considered not as a purely quantitative increase in capital investments, but as a qualitative transformation of the economic potential of communities, based on structural modernization and increasing global competitiveness. The classification of instruments for stimulating investment activity is detailed. Particular attention is paid to the transformation of the role of local governments from passive observers to active market actors - service hubs. The example of Lviv and Transcarpathian regions proves that the exogenous shock caused by a full-scale war and business relocation, provided competent public administration, can become a catalyst for economic growth. It is found that the creation of industrial parks and logistics hubs (multimodal terminals) allowed these regions not only to absorb the relocated assets, but also to form new industrial clusters with high added value. A comparative analysis of successful European models (Poland, Estonia, Germany and the Czech Republic) was conducted, on the basis of which key guidelines for Ukraine were identified: the introduction of smart specialization, multi-level governance and ESG principles in municipal management. The need to transition to a proactive service management model based on the principle of "Investment Concierge Service", which provides for full administrative support for the investor, was substantiated. The conclusion was formulated that the synergy of digital solutions (DREAM system), innovative forms of public-private partnership and high competence of public servants is a fundamental condition for the implementation of the Build Back Better strategy and the successful convergence of the Ukrainian investment space with European standards.
