Mechanisms for financing infrastructural development in Ukraine under conditions of post-war economic transformation

Abstract

The article is devoted to the study of mechanisms for financing infrastructural development in Ukraine under conditions of post-war economic transformation. The relevance of the topic is determined by the large-scale destruction of transport, energy, logistics, and social infrastructure caused by the full-scale war, as well as the need to develop an effective system of financial support for its recovery and modernization. Infrastructure reconstruction is considered as one of the key factors of economic growth, enhancement of the competitiveness of the national economy, and integration of Ukraine into the European economic space. The aim of the study is to substantiate modern mechanisms for financing infrastructure projects in the process of post-war economic recovery of Ukraine. The research is based on a combination of general scientific and special methods, including a системний approach, comparative and institutional analysis, as well as methods of economic generalization and structural analysis. The main sources of financing infrastructural development are analyzed, including state budget resources, international financial assistance, funds of international financial institutions, public-private partnership mechanisms, project financing, infrastructure bonds, and private sector investments. It is established that effective infrastructure recovery requires diversification of funding sources, strengthening the institutional capacity of the state in implementing infrastructure projects, and developing transparent mechanisms for investment management. The expediency of more active use of public-private partnership instruments, financial guarantees of international organizations, and innovative financial instruments for attracting long-term capital is substantiated. Particular attention is paid to the role of international financial support in the process of infrastructure recovery in Ukraine, including the participation of the European Union, the World Bank, the European Bank for Reconstruction and Development, and other international donor institutions. The importance of coordination between public policy, international assistance, and private investment is emphasized in order to form an effective financing model for infrastructure reconstruction that will enhance the resilience of the national economy and create conditions for its long-term development. The practical significance of the study lies in the development of recommendations for improving the system of financing infrastructural development in Ukraine, which will contribute to the effective implementation of post-war recovery programs and ensure sustainable economic growth.
