Abstract

The article examines the formation of a safe environment in territorial communities as a key factor of regional economic security under modern security, socio-economic and wartime challenges. It substantiates the leading role of local self-government in security policy within decentralization reforms and identifies institutional gaps using the case of Mykolaiv region. The study emphasizes a comprehensive, people-centered approach, intersectoral cooperation, and the development of community safety centers as prerequisites for sustainable regional development.
