Public-private partnership in ensuring innovative and investment development of agricultural entrepreneurship

Abstract

The article is devoted to the study of the role of public-private partnership in ensuring the innovative and investment development of agricultural entrepreneurship. The essence and mechanism of PPP in the agricultural sector are revealed. The expediency of using PPP to ensure the sustainable development of agricultural entrepreneurship and rural areas is substantiated. It is established that the PPP mechanism is effective due to the combination of resources, risk distribution and profit from the implementation of the project. It is considered as an alternative to financing innovative projects in the agricultural sector. A conceptual model of PPP for agricultural entrepreneurship is proposed, which reflects the subjects and objects, criteria for selecting enterprises, expected benefits for farmers, the state and communities. The instruments of the organizational and financial mechanism of PPP for agricultural entrepreneurship are determined. It is established that it is advisable to form a joint investment fund where the share of the state will be 30%, the private investor 50%, and farmers or their associations 20%. It is noted that the areas of responsibility and cooperation of the state and the private sector in the PPP process for agricultural entrepreneurship. The prerequisites for the formation of viable models of public-private cooperation are achieving consistency of interests of the parties and harmonization of economic and social tasks. The most popular areas for PPP in the agricultural sector may be the cultivation of fruits and berries and vegetables, the production of organic products, the creation of agricultural cooperatives with a full growing cycle. It has been established that it is advisable to include the justification of the PPP mechanism for agricultural entrepreneurship and its target benchmarks in the development strategies of united territorial communities and agricultural development programs of agrarian departments of regional state administrations. The feasibility of implementing foreign experience of public-private partnership in Ukraine is emphasized.
