Abstract

The article clarifies the categorical content of regional resilience and distinguishes it from related concepts of regional economics. It shows that the growing use of the term in Ukrainian academic discourse is accompanied by its treatment as a synonym for stability, sustainability, viability and economic security, which weakens its analytical value and complicates operationalisation. The genesis of the concept is traced from mechanics and engineering through ecology and psychology to economics and regional studies, with attention to the limits of transferring its original meanings to the regional economic domain. Existing approaches are systematised through content analysis, and three semantic cores are identified: recovery-oriented, absorptive-adaptive and transformative-trajectory-oriented. These cores describe responses of different depth and are complemented by an anticipatory element. Four features that give resilience a specifically regional meaning are substantiated: the spatial localisation of shocks and responses, the openness of regions in the absence of their own macroeconomic regulators, multilevel governance and interregional interdependence. A matrix distinguishes regional resilience from nine related categories by temporal mode, attitude to structural change, key research question and typical measure. A terminological convention is proposed for the Ukrainian equivalents of resilience, sustainability, stability and robustness. The author’s definition of regional resilience is formulated and decomposed by components, and a shortened operational form suitable for indicator construction is proposed. Eight substantive features of the category are identified, including shock specificity, intraregional spatial asymmetry, manageability, normative ambiguity and relativity to the development trajectory. The resource-circular dimension is also substantiated as a factor reducing dependence on external supplies and strengthening absorptive capacity. The results provide a conceptual basis for further operationalisation of regional resilience and for developing indicators to assess regional responses to shocks in regional economic research.
