Анотація

У статті досліджено інституційні засади розвитку циркулярної біоекономіки з урахуванням поєднання кластерної політики та механізмів державно-приватного партнерства. Узагальнено сучасні наукові підходи до визначення ролі кластерів як каталізаторів інноваційних трансформацій та інституційних платформ інтеграції бізнесу, науки і влади у формуванні регіональних екосистем. Доведено ефективність використання кластеризації для створення «зелених траєкторій розвитку» та посилення конкурентоспроможності економіки. Обґрунтовано, що запровадження моделей державно-приватного партнерства сприяє розбудові інфраструктури циркулярності, залученню інвестицій та впровадженню інноваційних технологій у сфері управління біоресурсами. Для України визначено пріоритетність формування агробіокластерів як ключового напряму післявоєнної відбудови та інтеграції у європейський простір циркулярної біоекономіки. Результати дослідження мають як теоретико-методологічне, так і прикладне значення, зокрема для розробки регіональних стратегій сталого розвитку та дорожніх карт переходу до економіки замкненого циклу.
