Світовий досвід реалізації регіональних і міжрегіональних інноваційних проєктів та ініціатив

У статті проаналізовано світовий досвід реалізації регіональних та міжрегіональних проєктів, що, як правило, є реакцією країн та регіонів на глобальні, у тому числі геополітичні виклики, посилення впливу проривних інновацій. Послідовно розкрито еволюцію найбільших інноваційних проєктів та ініціатив країн Європейського і Азійського регіонів та механізми їх реалізації, їх вплив на зміну формату міжнародної конкуренції та конфігурації регіональних, міжрегіональних, глобальних відносин. Проаналізовано найбільш важливі регіональні та міжрегіональні проєкти країн ЄС, що насамперед пов’язані із підтримкою проривних інновацій, сталого розвитку та цифрової трансформації. Сучасна інноваційна політика ЄС спрямована на пошук інноваційних рішень для соціальних, екологічних та економічних викликів. Це є супроводжується формуванням регіональних та міжрегіональних інноваційних екосистем, системною підтримкою розвитку стратапів, малого і середнього бізнесу з проривними цілями та ідеями. Розглянуто еволюцію та поточний стан реалізації ініціативи КНР «Один пояс, один шлях» (Belt and Road Initiative (BRI). Визначено її головні досягнення та проблеми. Зокрема, викликами стали торговельна війна зі США, пандемія COVID-19, що примусило Китай вдатися до жорсткіших процедур відбору проєктів у рамках Belt and Road Initiative, обираючи стратегічно важливіші та економічно доцільніші. Це сприяло перетворенню Китаю в одного з найбільших інвесторів і кредиторів у світі та збільшенню його впливу в Азійському регіоні. Окреслено Європейські перспективи проєкту BRI. Розглянуто ініціативи ЄС, США, G7 та інших країн, спрямовані на створення конкуренції китайському проєкту та зменшення ролі КНР у світовій економіці. Проаналізовано новий формат «Центральна Азія +», зокрема «ЄС-Центральна Азія», який оголошено у 2025 році, що може сприяти побудові нової архітектури взаємодії в Азійському регіоні.
