Інституціональні аспекти інформаційної взаємодії з громадами тимчасово окупованих територій

У статті досліджено інституційні аспекти цифрової взаємодії органів державної влади України з громадами та громадянами, які проживають на тимчасово окупованих територіях. Обґрунтовано, що в умовах війни цифрові комунікації виконують не лише адміністративну, а й гуманітарну функцію, забезпечуючи доступ до достовірної інформації, державних сервісів і підтримання соціальних зв’язків. Проаналізовано роль електронних платформ, державних реєстрів і месенджерів у збереженні інституційного зв’язку громадян з Україною. Запропоновано модель цифрової взаємодії, що поєднує інституційні механізми управління, цифрову інфраструктуру та гуманітарні принципи державної політики реінтеграції тимчасово окупованих територій.
