Інвестиційна привабливість територіальних громад як чинник розвитку малого бізнесу в умовах фінансової децентралізації

Стаття присвячена дослідженню інвестиційної привабливості територіальних громад в умовах фінансової децентралізації та інституційної спроможності органів місцевого самоврядування України стимулювати розвиток малого бізнесу як ключового чинника стійкості локальних економічних систем. Виявлено прямий зв’язок між підприємницькою активністю та фінансовою спроможністю територіальних громад. Показано, що лише 34,3% громад мають високий рівень фінансової спроможності, тоді як 26,2% перебувають у зоні низького або критичного рівня. Це дозволило зробити висновок, що інвестиційна привабливість формується в умовах суттєвої територіальної диференціації, а отже, не може підтримуватися за допомогою універсальних інструментів. Результатом статті стало розроблення диференційованого підходу та рекомендації щодо застосування інструментів інституційного забезпечення підтримки малого бізнесу залежно від рівня фінансової спроможності громад.
